Which of the following most accurately describes the problem?

A conference was recently held at Glasgow between representatives of the Lanark County Council and the Burghs of Hamilton, Motherwell, Wishaw and Lanark to consider by-laws for the regulation of motorbus traffic. The proceedings were of a private character, but it is understood that the proposed new bylaws relate to the provision of stances and stopping-places for buses, a timetable to which vehicles must conform, and the insistence upon owners insuring against injury t,o passengers, or, alternatively, owners must satisfy the licensing authority that they are able financially to meet any claims likely to be C22 made upon them. The regulations were approved generally and are to be sub-_ mitted to the Secretary of State for Scotland and the Minister of Transport for confirmation.
