Which of the following most accurately describes the problem?

• Jack Mother, who trades as Easyway Bus of Blackpool, and was banned from operating local services in January by the North Western Traffic Commissioner following incidents with Blackpool Transport Services, had the ban removed by acting Commissioner, Keith Waterworth.

For Mother, Martin Turner, said that while the condition was lifted, there was no intention to operate out of Talbot Road Bus Station. The only service to be registered would be one from Squires Gate to Boulton-le-Fylde, a route not operated by Blackpool Transport Services. Because of public demand, that service had been provided since January as a "free service" with a box for voluntary contributions.

Mother has given an assurance that he will take steps to ensure his employees do not involve themselves in any provocational incidents with staff of Blackpool Transport Services. Johnathon Leach, his traffic assistant, who was at the centre of the incidmts in December last year, has also been told that he will be instantly dismissed if he acts in any way against the interests of Easyway Bus.

Lifting the restriction, Waterworth said that legal advice is being taken over the operation of the "free service" with a view to possible prosecution. He has also instructed traffic examiners to investigate the circumstances of the operation of local services on behalf of National Express.

Warning Mother to ensure that services of another operator were not interfered with in future, Waterworth said that it was no defence for Mother to say that he had been provoked by another operator. . ft was unacceptable for one bus company to react to the actions of another. The correct avenue of complaint was through the Traffic Commissioner, and it was his job to make a reasoned judgment.
