I anybody safe from the congestion charge:, Noddy, that harmless young fellow from Toytown, is tc make an appearance at the famous toystore Hamleys in Regent Street, London. Riding off the back of a revival in a Channel Five television series, he plans to meet and greet children at the store (no sign of his 'platonic' friend Big Ears, though). The problem? He will be arriving In his yellow and red petrol-powered car and therefore will have to pay the charge like everyone else. A Toytown spokesperson was not available for comment.. And as a CMhack found out this week, some people have come up with their own opinion as to what the red and white congestion charging logos mean. Nothing to do with the new charge, but they reckon Ken Livingstone has in fact 'copyrighted' all of central London's roads. Still, we guess that means he's allowed to charge the £5 a day as a 'royalty' charge.
