Which of the following most accurately describes the problem?

• The National Freight Corporation has organized its operating companies into six groups, each headed by a co-ordinator charged with seeing that group companies reach their profit and growth targets. In the case of the general haulage and parcels sectors in particular, the groupings merely consolidate an existing pattern, but in other areas they bring about a new association of companies, fulfilling intentions which the NFC has stated on several occasions since the Corporation was set up.

Announcing the reorganization, the NFC said the grouping was intended to secure speedy and effective decision-making and also a proper co-ordination of the various activities of NFC companies. The prime task of each co-ordinator will be "to ensure that the companies with the group attain their financial objectives and planned growth".

Initially the groupings will be as follows:

(a) British Road Services Ltd Group: BRS Ltd; BRS (Contracts) Ltd; Cartransport (BRS) Ltd: Morton's (BRS) Ltd. (Group coordinator will be Mr L S. Payne).

(b) Parcels Group: British Express Carriers Ltd; National Carriers Ltd; BRS Parcels Ltd; BEC (Specialised Services) Ltd. (Group coordinator Mr P. A. Land).

(c) Freightliner and Irish Traffics Group: A. Freightliners Ltd; B. Containerway and Roadferry Ltd, and Lawther and Harvey Ltd. (Group co-ordinator Mr T. G. Gibb).

(d) Tayforth and Tank Haulage Group: A. Tayforth Ltd, Bell and Co. (Transport) Ltd, J. & E. Transport Ltd, D. McKinnon (Transport) Ltd. Road Services (Caledonian) Ltd, Road Services (Forth) Ltd, Siddle C. Cook Ltd, Caledonian Bulk Liquids Ltd; B. Pickfords Tank Haulage Ltd and Harold Wood and Sons Ltd. (Group co-ordinator Mr W. R. Alexander).

(e) Overseas Group: Containerway Europe Ltd; Road-Air Cargo Express (International) Ltd; Pickfords Shipping and Forwarding Co Ltd. (Group co-ordinator Mr J. A. Ross).

(f) Special Groups: A, Pickfords Heavy Haulage Ltd, Pickfords Removals Ltd, Pickfords Management Services Ltd; B, Tartan Arrow Service Ltd, Airlink Ltd, Northern Ireland Carriers Ltd. (Group co-ordinator for Section A will be Mr H. W. Elliott: Group co-ordinator for Section B is to be appointed).

It will be seen that three of the Pickfords companies set up under the recent Pickfords reorganization fall within the last special group, in their own subgroup. Under the parcels group, the company BEC (Specialised Services) Ltd, is the amalgamation of the former Tayforth parcels subsidiaries.
