Which of the following most accurately describes the problem?

The likes of Honda, Nissan and Toyota have invested heavily in manufacturing plants in the UK, and currency fluctuations have kept these plants busy. At the same time, the UK consumer's appetite for new cars has shown no sign of abating.

According to the SMMT, new car registrations are up 9.3% year-on-year in 2013 and premium brands are reporting year-on-year increases in sales.

With regards to the car transporter cabotage changes, roads minister Hammond says: "This goes to show that making small but sensible changes can have an important effect in helping businesses to maximise their potential. Changing the rules in this way increases flexibility for UK manufacturers and will save industry £1.33m a year by allowing specialised car transporting vehicles from abroad to continue operating in the UK for longer, [thus] making sure that customers and dealerships are well prepared to meet demand at these peak times."
