Mr Hughes, who was seeking a licence for three vehicles, blamed the demise of the com pany on too rapid expansion. He said that he had created a "monster" and had to rely on too many people.
The company's records showed that it had been unfortunate in its choice of transport managers. Maintenance facilities had been strained to breaking point.
He had learned from what had happened and was now proposing to run a small enterprise which he could easily control personally.
He had personal assets totalling £100,000.
The three vehicles and the maintenance equipment were his personal property and had not been involved in the liquidation.
Jane Kennedy, for Rhuddlan Borough Council, said there was no planning permission for the present operating centre.
