eluded an arrangement with its Federal Republic of Germany counterpart to facilitate Anglo-German road haulage.
Hitherto, hauliers of either country wishing to send vehicles with loads either to or across the other have had to apply to the Licensing Authorities in the other country for carriers' licences, in accordance with national laws.
Under the new arrangement, effective from October 1, the British MoT will be able to issue valid German licences to British hauliers, and German hauliers will be able to obtain British permits from the German Ministry exempting them from having to apply for carriers' licences under the Road Traffic Act.
An upper limit, initially, has been fixed for these licences and permits, calculated on the basis of actual goods vehicle journeys in traffic between the two countries in 1966, and including a margin for possible increase. The arrangements, including this quota, can be reviewed by the two Ministries at the wish of either side.
Trailers and semi-trailers which are shipped across without tractive units are not affected and will not require licences. Clicence operations and certain specialized hauls are also exempt. There will be no limit to the permitted number of furniture removals, though licences will be required.
Bi-lateral road haulage arrangements are being negotiated with other European countries.
