Labour peers are preparing to ambush Government plans to scrap the exemption permit system for the London lorry ban.
The Deregulation and Contracting Out Bill goes to the committee stage on 23 June. Opposition transport spokesman Lord Clinton-Davis told a second-reading debate on Monday: "The lorry ban will become unenforceable in the absence of the permit scheme." According to Labour, accountant Touche Ross estimates that the exemption scheme costs the industry at £400,000 a year, rather than the Urn claimed by the Government.
