Which of the following most accurately describes the problem?

and Repairers' Association have come to an agreement with the Institute of Automobile Assessors whereby independent investigation and conciliation can be carried out should there be any complaint about any repair job carried out by an Association member.

The investigation is carried out free of charge to the vehicle user although where conciliation proves to be impossible and at the request of the complain ant the dispute is referred to the Institute of Arbitrators, a deposit of £10 is required from each party.

The scheme, which in many respects is similar to one operated on behalf of service garages by the Motor Agents' Association, supersedes the complaints investigation service operated for many years by the VBRA.
