Which of the following most accurately describes the problem?

AN application by T. Davies Transport Ltd., of Canute Road, Southampton, for an A licence to operate six vehicles between England and the Continent was withdrawn at a hearing of the South Eastern Licensing Authority at Southampton on Tuesday.

Mr. K. H. T. Schiemann, for the company, applied for an adjournment saying that the witnesses he wished to call could not attend. But when both British Road Services and British Railways objected to an adjournment, Mr. Schiemann said that rather than have the application refused for lack of evidence he was prepared to withdraw it. The LA Major-General F. E. Elmslie accepted the withdrawal.
