exemption was granted by the Ministry for the filling out of daily log sheets of vehicle drivers engaged on refuse collection. In the light of recent legislation when the whole question of drivers' records has been revised, can you tell me if it is a statutory requirement for a driver of a refuse collection vehicle to complete a daily record sheet?
AWe are unaware of any regulation
exempting such drivers from completing journey record sheets in the past. Certainly refuse collection drivers were required to keep records—though many people were under the misapprehension that local authority work was exempt.
However, under the exemptions now listed under Appendix 3 of G12. which is a guide to goods vehicle drivers' hours and records, exemption is granted to anyone who is on any day engaged on driving a vehicle which is exempted from operators' licensing. Vehicles used for the collection and disposal of refuse by a local authority are exempted from 0 licensing. It, therefore, follows that the drivers of these vehicles are exempted from drivers' records.
It must be remembered, however, that these drivers are not exempted from the drivers' hours regulations.
