When the proposals have en finally agreed by GRSA, probably at a meeting in Madrid later this year—they will be forwarded to New York for ratification. The European Economic Commission will then adopt the proposals into a regulation of its own (this is now confirmed for the first time) and member countries will then have a limited period in which to apply the new proposals.
Initially, and for an unspecified period, British manufacturers will have a choice of producing vehicles to GRSA type approval standards or to the Construction and Use Regulations. Eventually, the EEC regulations will become the sole legislation on the subject.
GRSA is expected to consider other categories of passenger vehicle, but considerable controversy has arisen over minibuses, its next chosen area of study. No moves are likely in that direction for some time.
