Notwithstanding the comments of the Metropolitan Licensing Authority (supported, to some extent, by the Appeal Tribunal), concerning seasonal. carriers, Mr. W. Chamberlain, North-Western Licensing Authority, announced last week that, in future, all applicants, such as • coal dealers, builders' merchants and others, who wanted to haul for hire or reward, would have to prove need "up to the hilt." He was not ,going to leave open this avenue into haulage.
