"A levy on all employees based on a percentage of the total wages bill" is a possible way of financing bus services, according to Larry Smith, national secretary of the passenger services group of the Transport and General Workers' Union. He has compiled a booklet on bus policy.
It says that buses are the only public service that is expected to make money. Presumably the Electricity, Gas and Coal Boards and the Post Office do it just for the hell of the thing.
