Which of the following most accurately describes the problem?

QTEPS are being taken by Mersey Docks and Harbour Board to solve the problem of finding parking space at Birkenhead docks for lorries with goods for export. They have purchased from British Railways an area of land near Cathcart Street, Birkenhead, for use as a lorry park for more than 100 vehicles.

This is part of the scheme which the board, in conjunction with Alfred Holt and Co. (Blue Funnel Line), is carrying out at the south side of Victoria Dock, Birkenhead.

The Dock Board and Holt have agreed on a plan for the layout of the lorry park to which vehicles arriving at the dock area will report. One of the advantages of the plan is that vehicles will be taken off the town's streets whilst waiting for off-loading. It will also ensure that drivers can be contacted immediately by the modern calling-forward system provided.
