" SOMETIMES think of the transport
situation in terms of golf. It is as though two opponents, 'Private Enterprise' and 'State Ownership,' were playing a difficult 'dog-legged' hole surrounded by exceptional hazards. It has been impossible to see the green until the greater port of the hole has been played.
" 'P.E.' has been taking the hole slowly by `playing short,' each stroke being carefully and cautiously considered. on the other hand, taking everything in his stride, goes all out for the green with his brassie, clearing the `dog-leg' at the same time. A forceful shot has been well and truly played and the bail has disappeared. It is beyond the range of vision. Has it landed on the green, or has is overrun the green to repose in the 'rough' on the far side ? And, if so, wilt someone, called 'Public Trust,' restore the .situation with a heavy niblick and put the ball (`Public Transport') back on the green ?"
With these words, Mr. A. G. Marsden, transport adviser to Lever Brothers and Unilever Ltd., summed up the present transport situation in a paper presented fast week to the metropolitan section of the Institute of Transport.
