• The quota under the Anglo-German bilateral agreement will be reviewed in mid1968. Members of the RHA's international group are being asked to form their opinions on the present quota and make suggestions for revision.
Members of the group have been advised that the normal TIR carnet is no longer acceptable for the transport of tobacco and that a special carnet available for this purpose will be issued only to operators who are prepared to provide a banker's guarantee or other surety to the value of 200,000 Swiss francs. Where other goods are carried as well as tobacco and are set out in the manifest, the new carnet will cover them also.
The RHA has set up a special register of members wishing to be issued with the new carnet for the carriage of tobacco. It is asking shipping and forwarding agents when they give a groupage load to a haulier to advise him if tobacco is included in the load.
