• Because of the difficulty of enforcing vehicle noise limits with the present drive-past test, the DoE is proposing an alternative static test. A draft amendment to the Construction and Use Regulations has been circulated for comment by December 15.
Since the proposed new test involves maximum acceleration with the vehicle stationary in neutral, the static test can only be applied to vehicles with engine-speed governors — that is, diesel vehicles.
The static noise measurement would be taken with a microphone set at 7.5m from the vehicle. Readings would be taken of noise levels produced on three consecutive maximum depressions of the accelerator, and three readings, which must not vary by more than 2dBA, will be averaged to provide a figure which will be rounded down to the next whole decibel.
The new regulation willbe an Amendment to Regulation 108 and Schedules 9 and 10 of the 1973 C and U regulations.
