the Economic Commission for Europe has proposed means for casing and unifying practice in the taxation of foreign vehicles. Experts have examined the question of double taxation on international goods and passenger transport.
Circulation taxes can be levied on the same vehicle in several countries, duties charged on the same traffic in different countries, or tax levied on fuel imported in a vehicle which has already been taxed in the country of departure.
Exaggerated taxation can also result from the application of a circulation tax by the home country of the vehicle and a high fuel tax by the country that the vehicle enters.
Government representatives of the E.C.E. agreed to allow coaches to circu late as freely as private cars. Most Western European countries exempt foreign cars from tax for three months, as fixed by a convention of 1931.
Sweden proposed to make the period of exemption coincide with the validity of the temporary importation papers of foreign vehicles, the carnet de passage en douane, tryptiques and so on.
The proposal was incorporated in a draft convention to replace that of 1931. and it was suggested that its provisions be immediately applied without waiting for the formal introduction of the new convention.
Agreements concerning coaches will he kept separate from those dealing with cars, because they represent solutions of more complicated problems.
Certain countries were willing to abolish all taxes on the circulation of foreign goods vehicles. The question of fuel taxes will be dealt with by the working party of Customs experts which is expected to meet in August. The road sub-committee were requested to enlarge the working party's terms of reference so that cases other than those of double taxation could be dealt with.
WELDING REEL GRIPS COIL
AN ingenious type of reel for holding coils of electrode wire used in continuous welding processes, has been introduced by Quasi-Arc Co.. Ltd-, Bilston, Staffs. One object of the reel is to prevent a random-wound coil of wire from becoming unmanageable as the reel rotates.
This is achieved by mounting the coil on four spring-loaded fingers which can thus accommodate themselves to the internal diameter of the coil.
