Which of the following most accurately describes the problem?

However, I am told that soon I will have to submit this vehicle to the local Department of the Environment Test Station as in the case of heavy goods vehicles. Could you say when this will be, please? A Regulations were pro; posed by the DoE some 12 months ago, to revise the annual testing of vehicles and among these proposals was one that passenger vehicles with more than 12 seats should 'be tested at DoE Test Stations. The date from which this should apply was suggested as June 1, 1979.

However, the regulations have not yet been made.
