These are the checks a driver must make prior to an international transport operation, according to the 1RU's TIR checklist.
On Departure: 1. Check the validity date on the TIR carnet.
2. Only sign spaces 15-16 of the TIR Carnet if you have been able to check the goods manifest.
3. The markings in spaces 1, 2, 3 and 4 of the cover of the TIR carnet should never be altered. Alterations can only be made with the prior agreement of your company and the Customs authorities.
During the transport operation: 4. Present the TIR Carnet to each Customs office (departure, intermediate and destination). It must be regularly countersigned by the customs officer (date, stamp and signature and possibly the registration number).
5. Never remove the seals in the absence of a customs officer.
6. In case of accident or a similar unexpected event, make out a report of the incident (final page of the TIR carnet).
7. Respect the timetable and itinerary fixed by the customs authorities. At destination: 8. Hand over the TIR Carnet for stamping by the destination Customs office.
9. Recover the TIR Carnet. If this is not possible, have the receipt (obverse of the last page of the TIR Carnet cover detachable from the Carnet) stamped by the customs official.
10. In case of customs difficulties, contact your company.
11. In case of theft, contact the police and your company immediately.
Checks to be made by driver (i) Carefully read each item of the (CMR) international consignment note.
(ii) Write in space no 18: Reservation no 1 Vehicle Open vehicle without a tarpaulin, as agreed to by the sender Packaging 2 Without packaging 3 Defective 4 Inadequate Quantity, markings, packet number (barrels, sacks, items, etc) 5 Inspected and found to be correct Impossible to check because: 6 Loading effected by the sender 7 Atmospheric conditions 8 The large quantity of packets 9 Sealed container Goods accepted 10 In obviously bad conditions 11 Damaged 12 Damp 13 Frozen 14 Not protected against atmospheric conditions and carried as such as the sender's own risk Handling, loading, securing, unloading Handling, loading, securing effected: 15 By the sender 16 By the driver in atmospheric conditiom likely to damage the goods and at the sender's own risk Unloading effected 17 By the consignee 18 By the driver in atmospheric conditions likely to damage the goods, at the requesti the consignee.
(ii) Do not leave before the sender has signed the CMR consignment note. If not, ask your boss for instructions or refuse to carry out the transport operation.
