The Government, writes our political correspondent, hope that the present crisis will mean that the -railways will carry 15 per cent, more traffic. There is some regret that the railways' new charges scheme does not come into effect until July, so that advantage cannot be taken of the present situation, but the hope is that the scheme will encourage heavy traffic to remain with the railways.
