The company's application had been opposed by Surrey County Council and Elmbridge Borough Council; there were environmental representations from 11 neighbours who were concerned about noise, parking and safety. The TC therefore imposed environmental conditions upon any new licence.
The existing licence holder, Charles McLoughlin told the TC that he had held an unconditional licence for two vehicles at the site since 1988. MIS director John DivaIta said the company had occupied the site since March 1999. It was used for the storage of roofing materials and vehicles would continue to visit it even if the application was refused. It was unclear whether McLoughlin would surrender his licence.
The TG said: "I have taken into account the fact that the operating centre Is already authorised for two vehicles free of conditions. It follows therefore that the grant of the application should not result in any material change which would adversely effect the environment."
