Resellers generally buy fuel from a company such as Petroplus for transfer into a network, for example Keyfuels, which has an arrangement with independent retailers. They will then base their card price on the amount they paid for the fuel, plus their costs and, of course, a profit margin. Because of the fixed price, the charge can either be above or below the current market average. Some operators exploit the situation by using this type of card only when the price is favourable, relying on an alternative when it is not.
