I wrote to the Committel Inquiry on January 17 as follows: "Clearly the weight of if argument put forward by tt FTA will be for no change i 'very liberal licensing syster that originated with the 19 Act. The present system co not have been improved frc the FTA point of view if the had drafted the regulations themselves.
"The contrast between FTA stand for a liberal licen system, compared with the anguish of their individual member companies when liberal trading conditions prevail, is marked. Most tyj in recent months was the lament of companies manufacturing ball bearing when it appeared that Nipp Seiko Kaishi (NSK) was goi to establish a factory at Peti in County Durham."
