THE TRANSPORT world and its representatives need to look at the London low-emission zone (LEZ) in more political terms, because it is political rather than environmental. The LEZ is a bit of posturing by Ken Livingstone, who has done what he always does—make his regulations and public statements uninhibited by fact.
