applicant is suitable, he will forward the application to the Training Services Agency with a favourable recommendation. The TSA will make the necessary arrangements for the applicant's potential ability as a driver to be evaluated and, if satisfied on that score, for the applicant to be trained. The cost will be borne by the Department of Employment.

A Schedule 4 to the Vehicles (Excise) Act 1971 governs the rate of duty payable on goods vehicles and Schedule 6 sets out the provisions which relate to the computation of unladen weights. Paragraph 5 of Schedule 6 provides that, in computing the unladen weight of vehicles for the purposes of Schedule 4, reductions may be made where goods vehicles carry a container for holding gas for propulsion or plant for producing such gas.
The reductions are: (a) where the unladen weight exceeds 12 cwt but does not exceed 3 tons, by half a ton: (h) where the unladen weight exceeds 3 tons but does not exceed 6 tons, by three-quarters of a ton: and (c) where the unladen weight exceeds 6 tons, by one ton.
The effect is, for instance, if the unladen weight of the vehicle is just over 6 tons when converted, the normal duty payable would be £243 but when a reduction of one ton is made, the duty becomes £189 — a saving of £54 a year.
