Which of the following most accurately describes the problem?

• The London Residuary Body's decision to introduce a simple London lorry permit renewal procedure has provoked an angry outburst from Geoff Williams, Planning and Transport chairman of the London Strategic Policy Unit.

"I'm horrified at this latest announcement," says Williams. "The LRB is an unelected quango, yet it rides roughshod over the views of the London Boroughs on a scheme which benefits all Londoners. . . after a few threats from the juggernaut lobby they are quite happy to hand out permits to anyone who wants one."

Williams says the rules on issuing permits, introduced by the GLC, "are now placed in jeopardy."

Gerry Moore of the FTA says: "Of course Mr Williams is entitled to his view, but we only campaigned on what is legally right. The LRB's decision vindicates our campaign."
