A PUBLICINQUIRYhas decided that a garage specialising in trailer repairs does need an Operator's Licence even though the owner argued it would stop him moving faulty vehicles for repair.
Bill Worley of WW Commercial Repairs in Nottingham claimed his business was exempt from the requirement because he only moves trailers for repairs and MoT testing (CM 11 September).
But North Eastern Deputy Traffic Commissioner Mark Hinchliffe said his business could not be made an exception.
Worley says the decision means big changes to the way trailer repair businesses operate, preventing the movement of all faulty trailers "I'm a bit miffed that we will get a GV9 [delayed prohibition notice] for a vehicle that we know is faulty but is not dangerous," he says. "If, for example, the marker lights have gone on the side of a trailer, it does not matter if I'm fetching it in daylight."
Hinchliffe ordered the release of one of Worley's tractive units which was impounded last month because he did not have an 0-licence.
