An owner steps aside to try to save his firm's licence — but the IC still slashes its authorisation Mike Jewell reports.
AN OVERSTRETCHED haulage boss who removed himself entirely from his business shortly before its repute was considered at a public inquiry has failed to impress West Midland Traffic Commissioner David Dixon. who slashed its 0-licence authorisation in half.
Drivers' hours and tachograph offences led to the authorisation on the licence held by MA Rees & Son in Cardiff being cut to 20 vehicles and 25 trailers.
Dixon was told that an examina tion of 1,483 tachograph charts for the winter of 2003-04 revealed 237 offences. The majority involved exceeding four-and-a-half hours driving without takingthe required break; most of the others were daily rest offences. Some 50,565km were unaccounted for.
Further checks of 675 tachograph charts revealed more missing mileage and hours offences.
Mark Rees stepped down as transport manager and owner of the firm and employed a new managing director and transport man ager to take over. He told Dixon he would have no say on how the business was run (CM 21 April).
Cutting the licence, the TC said this would enable the company to concentrate on ensuring compliance with the law with a smaller number of drivers.
The company had been aware from January of last year that its charts were being examined by VOSA experts. It was therefore disappointing that a further check a year later identified continuing problems of this kind.
