Which of the following most accurately describes the problem?

ABETHESDA (Caernarvonshire) haulier who ran a vehicle beyond 25 miles from its base without a permit was fined £2, with E5 costs, at Bangor, last week. Mr. Alfred Logan, permits assistant -to •the' north-west divisional manager of the Road Haulage Executive, told the court that offences of this kind were fairly frequent. The RILEexperienced considerable difficulty with such unregulated competition. which could have serious effects upon the Executive's revenue.

Prosecuting on behalf of the Licensing Authority, Mr. P. Jones said that a lorry belonging to Griffith Richard Williams, trading as Grey Motors, Bethesda, was seen in Liverpool on May 9, It was not covered by a longdistance permit. The defendant had previously applied to run outside 25 miles and was granted an ordinary permit. This terminated on April 30. Williams then applied for partial acquisition and six of his vehicles were due to be taken over on August 28. These lorries became automatically free from restriction, but the vehicle seen in Liverpool was not one down for transfer.

For the defence, it was contended that there had been an innocent misinterpretation of the Transport Act. Williams had sent his vehicle to Liverpool to preserve his firm's goodwill, as he was required to do. He was under the impression that he could use any six of his 11 lorries at one time on longdistance work.
