Which of the following most accurately describes the problem?

IN a written decision the West Midland Traffic Commissioners have refused an application by Eatonways Luxury Travel Ltd. to vary the company's three excursions and tours licences starting from various points in Birmingham to enable old-age pensioners to travel at two-thirds of the adult fare on day, half-day, morning, afternoon and evening tours (excluding football and racing tours) on Mondays to Fridays only and excluding tours operated in July and August and on Tuesdays following any Bank Holiday' Monday.

The Commissioners were of the opinion that however desirable concessionary fares might appear to old-age pensioners their grant was not justified by the evidence, and would not be in the interests of the public at large, the applicants, or the Birmingham and district operators who objected.

Joint Service: Bradford City Transport and the West Yorkshire Road Car Co. Ltd. have agreed on plans to introduce a joint service between Bradford (Chester Street) and Eldwick. The service will replace an experimental one operated by the company and the restriction on picking-up and setting-down passengers between Bingley and Bradford will no longer apply.

Halifax Concessions: Halifax Town Council has approved a concessionary fares scheme, it present allowing men and women over the age of 70 to travel on its buses at half fare, to be extended to include women over 60 and men over 65, subject to a needs test. The concessions will be granted only if a person's income is not more than £2 10s. in addition to retirement pension.

Chesterfield to Seek Higher Fares: Chesterfield Corporation Transport is to seek higher bus fares to offset a wages award and a 40-hr. week for the busmen. The last fares increase was about 18 months ago and without a further increase now the undertaking faces a loss of some £50,000 over the next financial year.
