Which of the following most accurately describes the problem?

Much of Britain's motorway mileage has now reached the age of decay. This has been accelerated by the appalling winter and many sections need urgent repairs. The consequent lane closures and congestion will be an additional hazard.

There were 203 accidents in the 13 weeks during which a stretch of M1 in Hertfordshire was being resurfaced. On another section in the same county there were 159 accidents in five weeks while repairs were undertaken.

Many of these could no doubt have been avoided if drivers had maintained proper intervals — and lorry drivers are notable offenders in this respect. Tony Lee, RAC director of public affairs, has pointed out that a survey on M1 showed that about half the traffic was travelling too close for comfort — a danger aggravated by lane closures.
