A rmed police could be step/1'k ping up spot checks of LGVs in central London as a direct result of last week's blast, say City of London police. Commissioner Owen Kelly says: "We have to train more officers to do this."
Saturday's blast was the IRA's third attempt to plant truckbombs in London—the first two were foiled by police spotchecks. Last November they found an LGV in Stoke Newington packed with fertiliser-based explosives; two days later, a CV packed with explosive was found at Canary Wharf City of London police will not comment on claims that no checks were made on the morning of the blast: it is believed that armed officers from the force were out checking vehicles on the previous day.
Police chiefs are calling for more power to spotcheck vehicles. At present before an officer can stop a vehicle he must suspect that an offence has been committed or is likely to be committed; or he must be looking for someone.
