(IN Monday, the Minister of TransI—, port held a top-level conference in London on dock congestion. In addition to the Parliamentary Secretaries of the Ministry of Transport, Board of Trade and Ministry of Labour, representatives of the major organizations of trade and industry were present. Also attending were representatives of the Road Haulage Association, British Road Services and British Railways, in addition to shipping and dock interests.
At a subsequent Press conference Mr. Fraser refused to be drawn on questions concerning labour problems on the grounds that"the Government must await the report of the Devlin Committee ". But he did confirm that the dock labour force was being increased.
Representatives attending the conference on Monday, Mr. Fraser said, had discussed attendant problems of dock congestion. A working group was considering improvements in the lines of communication and the setting up of centres which could provide accurate information, whilst the R.H.A. was deliberating on demurrage charges.
