Which of the following most accurately describes the problem?

• Car rental facilities will be available at National Bus Company offices throughout the country beginning next week. This will be the result of the formation of a new car hire company, Swan National Ltd which, it is predicted, could be one of the largest in the country in three years.

The company is owned by LTDT Industrial Holdings Ltd, part of the United Dominions Trust group, and has taken over the assets of Swan Self-Drive Ltd. During the protracted negotiations it was suggested in some quarters that NBC would have a 50 per cent stake in the venture but apparently Government approval has not been forthcoming for this move from bus operation. The agreement between the new company and NBC is therefore limited to an "association" which provides for sales outlets at NBC offices.

The present Swan network has 25 locations and over 1000 vehicles. Next week 21 further offices will open at NBC bus stations in town centres. Thus there will be 50 reservation offices in 38 towns and cities. In the next three years the service will expand to include 90 NBC locations. Some 1500 cars will be taken delivery of before June this year. Valued at £1rri they will be from British manufacturers and range from Ford Escorts to Triumph 2000s and Ford Granadas. The fleet is expected to quadruple in the next three years.

The Swan National offices will be staffed entirely by women, with a supervisor and receptionist at each location.
