Which of the following most accurately describes the problem?

• I don't agree with the traffic examiner quoted in your lead story last week (CM 23-29 April) who says the VI taking over responsibility for traffic examiners is good news for the cowboys.

Most other countries in Europe have one enforcement body. Until now we have had two; the examiners and the Vehicle Inpectorate. These moves will lead to a more streamlined, economical and effective approach to tackling the cowboys.

You would still have two sets of specialists: the mechanics from the VI itself to give vehicles the once-over; and the legal experts from the traffic examiners organisation to check for drivers hours and tax offences.

But surely it would be better if one enforcement body — working under one local manager — took overall responsibility for all prosecutions. I suspect a case of sour grapes, and maybe a spot of back protection in the traffic examiners' argument. Joseph Gormley Slough, West London.
