Which of the following most accurately describes the problem?

• The Highways Agency has just signed a three-year licence deal with traffic data specialist Itis Holdings to access its data warehouse products in order to monitor the UK road network.

The Highways Agency will use the firm's floating vehicle data (FVD), which is gathered from thousands of vehicles fitted with position-enabled equipment to provide data across the entire 8,000 miles of the strategic road network. The information stored will allow historical and comparative analysis of traffic movements at different times.

ftis will also be providing access to its Congestion Index, which currently contains over half a billion speed and location records to provide a massive source of traffic information on the UK road network. This will enable the Highways Agency to derive average speeds and journey times across all motorways and major trunk roads.
