tween the Department of Scientific and Industrial Research and the Board of Trade on the one part, and the India Rubber Manufacturers Association. Ltd., and the British Rubber Tyre Manufacturers' Association, Ltd., on the other part, the Research Association of British Rubber and Tyre Manufacturers was incorporated as a limited company on October 9th, 1919, the word "Limited " being omitted under licence from the Board of Trade, and a certificate to commence operations was granted on November 15th, 1919.
The Government Department of Scientific and Industrial Research has undertaken to contribute £1 for every £1 subscribed by the 'members of the Association up to 25,000 per annum, for five years, and a reduced rate of £t for each £1 subscribed beyond that amount.
The business of the Association will be conducted by a board: of management, assisted by sectional advisory. and technical committees. The board of 'management is composed of the following members :—Mr. J. H. C. Brooking, of the St. Helena Cable and Rubber Co:, Ltd. ; Lieut.-Col. J. Sealy Clarke, of Messrs. George Spencer, Moulton and Co.,' Ltd.;
Mr. E. Healey, of Messrs. W. and A. Bates, Ltd.; Mr. F. W. Hinde, of the Avon India. Ruhher Co., Ltd. ; Mr. Alexander-Johnston, of the North British Rubber Co., Ltd. ; Mr. J. H. Mandlea berg, of Messrs. J. Mandleberg and Co., Ltd. ; a representative of the Leyland and Birmingham Rubber Co., Ltd.. Mr. W. H. Paull, of the Dunlop Rubber Co., Ltd. ; Mr. Stuart A. Russell, of the India Rubber, Gutta Percha,, and Telegraph Works Co., Ltd. ; Mr. J. Traxler, of Messrs. Henley's Tyre and Rubber Co., Ltd. ; whifst Mr. A. E. Moore and Mr. A. Whiting will represent the Operative's Section of the Joint Industrial Council for the Rubber Manufacturing Industry. Separate sectional advisory -committees will be appointed for each branch or class of rubber manufacture. The first Sectional advisory committee will be four in number and will deal with. the following branches respectively :—(1} taw material-, first processes and vulcanization questions; (2) Jeneral mechanical rubber goods ; (3) rubber tyres; and (4) all other rubber goods. And further sectional advisory committees will be constituted from time to time to deal with other .classes or with sub-divisions of the above cla.sses whenever found necessary. These sectional advisory committees will be composed of members (or employees of members) who are interested in the manufacture of the class of goods or the processes covered by the particular advisory committees. A panel of scientific and technical members or employees of members will. be appointed by the Board, upon nomination of members, from which panel technical sub-committees will be selected to advise on specific researches by the sectional advisory committee, and the board of management will, whereverit is considered necessary, co-opt outside technical specialists to act as temporary members of the technical sub-committees.
The duties of the sectional. advisory committees will he to consider the par
ticular form of research to undettaken and to advise the board of management thereon, also to confer with the technical subcommittees and the director of research as to the best methods of obtaining the desired results. : A director of gesearch will be appointed to direct and supervise the research work undertaken by the Association.
The appointment of the director has not yet been made, but we. understand that it is the intention of the board of management to appoint a man of high scientifte -attainments so that the success of the Association may be assured.
