Mr. Marsh has issued proposals to consolidate the Motor Vehicles (Construction and Use) Regulations 1966, as amended, and the Motor Vehicles (Authorisation of Special Types) General Order 1966, as amended.

The tests of the Regulations and Order have not been amended to any appreciable extent, but the numbers of some of the Regulations and Articles have been changed slightly. Those amendements which have been made to the Regulations are very minor in nature and include, among other things, the insertion of a definition of "engineering plant" and the removal of certain dates which no longer apply. The Order now includes in Article 28 a reference to the powers conferred upon the Secretary of State for Wales, and the references, whenever they occur in the Regulations and the Order to the Minister of Aviation, have been amended so as to refer to the Minister of Technology and the President of the Board of Trade.
