Then we had a delay because of conversions relating to wavelengths but the system was fully operational by May.
"It has been unused because management and unions are not in agreement over who shall operate the equipment."
'Mr John Johnston, district secreitaiY of the TGWU, said: "We have perhaps been a little slow in resolving this matter."
