I accepted the recommendation of his inspector, Mr. A. N. C. Shelley, to allow the appeal of Mr. S. G. Taylor (Enterprise Coaches) against the South Eastern Licensing Authority's refusal to authorize a new express service between the United States Air Force base at Greenham Common, Newbury, and Victoria Station, London. All of Mr. Shelley's Opinions have not, however been endorsed by the Minister.
The inspector, states the appeal decision, "appears to attach less weight than is properly due to the claims of the Newbury and District Motor Services, Ltd., that they should provide any direct service between the camp and London if it were decided that such a service should be allowed in replacement of the road-rail service via Newbury in which they participaied.
"Again," the decision goes on, "unlike-the inspector, the Minister has not ignored the information given by the Licensing Authority in the last paragraph of their-statement upon the appeal relating to, the operation by the company under a short-period licence of a direct coach service to and from London.'!
