The Department of Transport tries to excuse this extortion on the ground that fixed overheads are having to be spread over fewer tests. As the Road Haulage Association tartly points out, operators also have fixed overheads but cannot raise their charges to cover a diminishing demand for their services. They have to cut their coats — and their costs — according to the cloth.
"Fixed" is a patent misnomer for haulage costs that the Government itself has increased by leaps and bounds by taxation. "Galloping" is a more appropriate description.
