Which of the following most accurately describes the problem?

THE DSA HAS defended the cost of the Driver CPC, after CM revealed last week that the driver training scheme had generated more than £30m of revenue for the agency since 2008.

Last week (CM 1 August), CM reported that the DSA had raised a total of £30.1m via upload fees and course and centre approvals and re-approvals, with one training provider questioning the £18.7m raised simply by registering training details with the DSA. The DSA justified the expenditure on the Driver CPC in a statement: "As a trading fund, the DSA is required to cover the costs of its services from the fees paid by its customers. Driver CPC fees cover

a range of expenditure including IT systems, course approval, quality assurance and compliance visits."

It was also revealed last week that the DSA had spent £322,515 on awareness advertising for the Driver CPC between 2008 and 2010, and subsequently has spent nothing.

The DSA statement added: "DSA has worked closely with the industry to inform drivers about their responsibility to comply with the Driver CPC. The level of take-up so far has been encouraging, with drivers across the goods and passenger sectors completing about 16 million hours of accredited periodic training."
