Ro I:TES defined by the North‘Western Traffic Commissioners for extended tours starting from Wigan were described as " a perfect mess" by Mr. W. Blackhurst, for James Smith and Co. (Wigan). Ltd., when that
long-established specialist • appealed against the Commissioners' ruling that all these tours must start -from Wigan and must follow specified routes.
At first, the Commissioners had imposed no. route restrictions on this class of tour, but they changed their policy to one confining the picking-up points to the line of route, It. was to conform with this policy and ReguIat ion 41. that the appellant had applied for licences which would enable the company to start tours for the north
front Liverpool and Manchester and . tours for the south from Preston, thus giving facilities for an interchange of passengers at Wigan for all directions.
Instead of this routeing, which represented what had been done in the -past, the Commissioners laid down two routes north from Wigan and three .south, each route leaving the NorthWestern Area at different points, apparently never to meet. The Commissioners had in no way criticized the appellant's proposals, Mr; Blackburst said.
Mr. R. .R. Smylie, for the railway companies, contended that the attitude of the Commissioners was the result of their finding that they were losing control of this class of operation.
