NORTH-WESTERN Licensing Authority Roy Hutchings said at Manchester last week that he would need a lot of convincing that an owner-driver could either financially or practically employ a fulltime professionally competent transport manager.
He reserved decision on an application by Phillip Dawson, trading as Phil Dawson Transport, of Bury, for a new standard international licence for one vehicle after hearing that Mr Dawson had recently sat the examination in order to obtain a CPC and was now awaiting the results.
Mr Dawson said he had learned much from his course and now realised that his original plan to employ a transport manager would not have worked out. The reason he had applied for an international licence was that the man he had nominated as the transport manager was the holder of an international certificate.
Reserving decision, Mr Hutchings said he could not have accepted the transport manager nominated in Mr Dawson's application as being employed full time by him. If Mr Dawson was successful in his examination he would grant a standard national licence.
