IS NORMAN FOWLER trying to make amends to the French for the Prime Minister's tough line on the common agricultural policy and on Britain's contribution to the EEC budget? Why else would the Department of Transport's new guide to goods vehicle drivers' hours bear illustrations of two French lorries on its cover?
In any event, at £2 a copy the booklet should solve Britain's financial problems and leave a few bob for a glass of Pernod.
