• Nearly all the confusion and anomalies surrounding the new drivers' hours and record rules could be attributed to one fact— the 11-hour duty limit; this was stated by Mr G. Turvey, secretary of the FTA at its Carlisle area annual general meeting on Wednesday.
Other countries, he said, seemed to recognize the impossibility of controlling working as opposed to driving time and it was significant that there was no reference to duty limits in the current drafts of either the ECC or AETR international drivers' hours proposals.
A simple control of driving time by the day and week ought to be sufficient and would be more likely to command respect and certainly would be more easily understood, said Mr Turvey.
