ALMOST inevitably, there are more advisers on road transport policies than on rail policies in the Department of the Environment, Mr Peter Shore told the Commons.
The fact that British Rail was a hived-off separate nationalised industry meant that there would be an imbalance in the number of road advisers compared with the number of rail advisers.
