III Felixstowe-based Cowan Bros (Haulage), whose licence was revoked last November when the company and its directors were disqualified from holding a licence for one month, has been successful in its application for a new licence before Eastern deputy licensing authority Charles Arnold-Baker.

The revocation and disqualification resulted from 86 convictions recorded against the company and its drivers. There were also six overloading convictions and nine of failing to produce records against the company. Nine of its drivers had been convicted of 71 offences, all but three of which were for drivers' hours and tachograph offences.

In dismissing an appeal by the company, the Transport Tribunal said that though the convictions covered a limited period, it was clear that the lack of system that had caused or permitted them had prevailed for a considerable time.

In its bid for a new licence Cowan Bros applied for 40 vehicles and trailers but Arnold-Baker was only prepared to grant 30 vehicles and trailers for a two-year period. He said that if everything was satisfactory at the end of two years the licence would be renewed for a further three-year period.
